Ruth specializes in municipal and
local government law with an emphasis on economic development, land use,
impact fees and other issues raised by growth and development. She has
spoken on impact fees, growth regulation, home rule and FOIA/Open Meetings
Act provisions in numerous municipal forums. Ruth has served as the
Assistant Dean for Executive Education at Northwestern University School of
Law where she also oversaw the growth of an international graduate law
program, worked as the legal director for an international human rights
group, and was an associate at the Washington, D.C. law firm of Arnold &
Porter.
