Rich’s areas of practice are local government and family law. He represents
units of local government as corporate counsel and has been retained as
special counsel regarding finance, land use development, land use exactions,
cable television regulation and environmental issues. Rich also practices
family law and civil litigation, having handled over 1,000 dissolution cases
in his 30 year career. Mr. Flood is a former Chair of the Illinois State Bar
Association Local Government Law Section Council and is a former President
of the McHenry County Bar Association. He has been named by his peers
as a “Leading Lawyer” and “Super Lawyer” in Illinois in the area of land use
law and a “Super Lawyer” in the area of family law. He is consistently
awarded Martindale-Hubbell’s highest (AV) rating. He has authored numerous
articles and lectured on a variety of issues before various state and local
bar organizations, intergovernmental councils and associations.
