Carlos concentrates his practice
in municipal and local government law and labor and employment law. As
a municipal attorney, Carlos deals with multiple areas of law affecting
public entities. These areas include transactional matters, code
enforcement, licensing, condemnation, and zoning and planning. He is the City
Attorney for the City of Marengo and City of Harvard, and serves as counsel
for the City of Woodstock Plan Commission. In addition, he is involved in
employment matters such as discipline, termination, pension, and benefits.
Carlos has also represented municipal clients in collective bargaining
negotiations and resolution of employee grievances. He works closely with
human resources professionals and crafts employee handbooks and policies
suited to the unique needs of his clients.
As part of his practice, Carlos also represents individuals and public and
private entities in proceedings before administrative bodies such as the
Illinois Liquor Control Commission, the Department of Human Rights, the
Department of Labor, and the Department of Employment Security. He also
represents individuals and corporations in Circuit Court primarily dealing
with contractual and employment disputes. A native of El Salvador, he
is fluent in Spanish.
